Observation Squadron 4 (VO-4)25 June 1923 - Standard operating allowance, 12 single-engine, two-place observation airplanes, normally assigned as follows: 2 on each of six Light Cruisers. Duties - reconnaissance, scouting, and spotting for Light Cruiser Division, Scouting Fleet. Due to the fact that the Light Cruisers of the Scouting Fleet will not all be in commission during the fiscal year, only such units will be organized as are necessary to equip those vessels commissioned. Squadron organization and numbering of airplanes as follows:
