Observation Plane Squadron 3 (VO-3)17 June 1922 - Formerly designated Spotter Squadron 11. Standard operating allowance 8 two seat observation planes - special type - for reconnaissance duty with Scout Cruisers attached to Battle Fleet. . . The personnel of this squadron attached to USS Aroostook until USS Aroostook is relieved, then USS Langley; but on account of insufficient space aboard ship this squadron will base temporarily on N.A.S. San Diego, or elsewhere on shore as directed by Commander Battle Fleet. When Scout Cruisers are equipped to receive planes, the sections of this squadron will be attached to and quartered on board Scout Cruisers as assigned by commander Battle Fleet. Remainder of squadron will then be quartered on board the USS Langley. Pending delivery of the new planes for this squadron, the personnel assigned to it will assist VF Squadron 2 in its additional duty, - land plane training. Squadron organization and numbering of planes for VO-3 Squadron as follows:
25 June 1923 - When Scout Cruisers are equipped to receive planes, the sections of this squadron will be attached to and quartered on board Scout Cruisers as assigned by commander Battle Fleet. Remainder of squadron will then be quartered on board the USS Aroostook or the USS Langley.
